Ray brings over three decades in the excavator seat, having cut his teeth on landfill compaction, roadway milling, and foundation work long before Chosen 1 existed. Judy-Ann brings 15+ years of accounting and federal grant management experience, including service as CDBG-DR Finance Director for the Virgin Islands Housing Finance Authority — meaning every bid, every job cost, and every Davis-Bacon payroll is handled with the same discipline as a federal audit.
